Do Your Homework & Turn it in on Time!

What happened in the August primary election has me a bit perplexed.   I’m not referring to the candidates who won their respective partisan races at this point.   I’m wondering about the results of the two state referendum questions that effectively continue to allow the Governor to spend federal monies received by the state with virtually no state or local oversight. 

The questions, greatly paraphrased here, asked voters it they wanted constitutional amendments to force the legislature to do its duty to provide direction and oversight of spending in the state, and if voters wanted to limit the Governor’s emergency powers so that voters, through their representatives, would have some say in special federal monies sent to Wisconsin.

First, let’s agree that Federal monies are state monies (taxes) collected from residents of the United States and then redistributed by the wisdom of Washington bureaucrats.   So it’s your money.

Second, let’s acknowledge that much of the federal aid through the three covid-era aid packages, did little to protect us from the disease.   Instead, trillions of dollars were handed out by governors of most every state.   Certainly some funding was needed and went to supplying tests, vaccines and personal protection supplies for critical workers and first responders.  But as late as last week, Governor Evers was still waiting to hand out $295 million dollars of covid relief dollars.   Did anyone tell him the pandemic was over? 

I’ll probably get in hot water here, because everyone loves free money and could claim that somehow they needed it since they were damaged by the pandemic.   The list includes: $231 million in neighborhood investment fund grants; 100 million in broadband assistance; 80 million for unemployment insurance modernization; 2 million for summer camps; a million to reopen the historical society; 2.8 million for minor league sports… and the list goes on.

If I look through the list, there are many areas where dollars might have helped improve a service or program, but just as many that had relatively zero lingering impacts from the pandemic, and yet the Governor will still shell out another 295 million before it’s over. 

Why would the majority of voters cast ballots to continue this misuse of tax dollars?  Could it be because they didn’t do their homework?   Could it be because they accepted the one-sided ‘explanation’ offered by a giant ad blitz by those opposed to limiting the Governor’s power?   Could it be that they looked at the confusing questions on Election Day and voted in the negative to be safe rather than approve an amendment they did not understand?  In a word, YES.

That is why everyone, but fiscal and social conservatives in particular, must do their homework.   Those that shout the loudest aren’t necessarily the ones that are correct.   Do your homework.  Research your candidates and issues.  Vote for your economic and social freedom because, make no mistake, that’s what is on the ballot this fall and in every election to come.

Are you tired of your property taxes increasing every year while your household income doesn’t? Local government is an interesting entity. We all know that we can’t spend more than we make and expect our neighbors to make up the difference. In the governmental view, however, that doesn’t appear to be true. So what is one to do? Your board supervisors might be your neighbors, but is their hand out to help you, or to grab even more of your hard earned money? (BTW: ALL County Supervisors are up for re-election next April).

As reported in a previous RCF Did You Know (DYK) document, property taxes in Rock County are out of proportion with the citizen’s ability to pay, due to a systemic lagging personal income in Rock County. More specifically, Rock County’s property taxes are higher than 96% of ALL counties in the US, relative to personal income. This inequity is created primarily by county, school district and municipality taxing authorities assessing tax levies which collectively do not adequately take into account Rock County citizen’s abililty to pay - in relation to the average personal income in the county.

WHY DOES THE DPI SCORING MATTER? Like any successful business or individual, there needs to be some method to measure & compare performance and progress over time. The WI Department of Public Instruction (DPI) provides the only method for parents and citizens to track the performance and progress of their school district over time, as compared to other school districts. The DPI Scorecard is not a perfect tool to accomplish this objective, but it is the best available method today. Since parents and taxpayers deserve to have this accountability, and since DPI believes this program is not effective to measure and compare performance and progress, then it is incumbent on DPI to develop and provide a better assessment program and to make it consistent from one year to the next.
