Youth Development Fund

The objective of the Youth Development program: 

  • Encourage and help facilitate Rock County students to actively engage in American citizenship by focusing on local civics. This will be accomplished by working and collaborating with student councils and/or Social Studies/Government education classes in K-12 schools across Rock County; and local business leaders and local elected officials

  • Government in the US, whether federal, state or local, is dependent upon the ‘consent of the governed’ by electing citizens they trust most.

  • Consent of the governed‘ is a political philosophy asserting that a government’s legitimacy and authority are derived from the agreement or approval of the people it rules. It’s the idea that rulers can’t just impose power—citizens must, in some way, willingly accept or participate in the system, whether through voting, social contract, or tacit agreement. It’s a cornerstone of democracy, contrasting with absolute monarchy or tyranny, where power isn’t tied to public will

    • Declaration of Independence (1776): Thomas Jefferson wrote, “Governments are instituted among Men, deriving their just powers from the consent of the governed.” It justified breaking from Britain—King George III ruled without colonial consent.

    • Core Idea: Government exists to serve the people, not the other way around, and its right to govern hinges on the people’s consent

RCF’s Youth Development Fund

Why the RCF Youth Development exists and why local business leaders donate to its mission:

  • A recent series of survey’s* indicate community involvement is on a rapid decline in the US. The respondents were asked over the time period of the three surveys whether community involvement was “very important” to them. The series shows a dramatic decline from 2019 to 2023 as the response declined from 62% to only 27% respectively.

  • The intent of this program is to assist and augment similar educational programs provided by local K-12 schools through collaboration with local schools. We believe by engaging our youth in hands-on local civic engagement we can help offset the decline in community involvement

The RCF Youth Development Fund provides the following to further its civic engagement mission: 

  • Sponsored events for local K-12 students
  • Financial grants for aligned activities such as field trips which support our mission
  • Access to local elected officials and other local leaders to come speak to student groups about the need for civic engagement
  • There may be other ways RCF can help teachers and administrators supplement their curricula and are open to other ideas which achieve shared objectives

    Daniel is a speaker and economist dedicated to explaining how socialism destroyed his homeland of Venezuela and the lessons we can learn from it in America and around the world. Daniel graduated with a BA in Quantitative Economics from Indiana University in Indianapolis and he is now a PhD candidate in Economics at Columbia University. He is a fellow at the Manhattan Institute focused on immigration research, and a speaker and board of advisors member at Young America’s Foundation. To teach young Americans about the importance of preserving their liberties, Daniel founded the Dissident Project, connecting high schools with immigrants who fled tyrannies around the world.

    RCF Youth Development Fund Grant Encourages Greater Civic Engagement by Local Youth | April 7, 2025
    On April 7th, the RCF Youth Development Fund awarded a grant to the Milton High School civics class.  The grant assisted with the cost of transporting high school students to the WI State Capitol where they were able to learn more about their Capitol and state government; as well as, hear directly from state legislators explain the importance of civic engagement.
    In the grant approval letter the RCF board included the following:
    “The objective of the RCF Youth Development Fund is to encourage and help facilitate Rock County students to actively engage in American citizenship by focusing on local civics. We achieve this objective by working and collaborating with student councils and/or Social Studies/Government education classes in K-12 schools across Rock County; along with local business leaders and local elected officials.
    We believe the trip to the State Capitol is a great way to introduce our local youth to our form of representative government, and therefore we are providing our enthusiastic support of this field trip. We look forward to working with you in the future to bring in local elected officials to speak with students and introduce them to opportunities to get involved in local governance.”
    The RCF Development Fund would like to recognize Jeremy Bilhorn, Principal, Milton High School, and his staff, for their leadership in educating local youth on the importance of civic engagement.

    This fundraiser featured Yeonmi Park, Special Moderator, Tim Bremel, and the Honorable James P. Daley

    Yeonmi Park is a renowned, human-rights activist and North Korean refugee and defector who has become a leading voice of oppressed people around the world. Her memoir about her escape from North Korea, In Order to Live: A North Korean Girl’s Journey to Freedom, created a sensation worldwide and her has recently been published in 30 languages and 18 countries. Her latest book, While Time Remains, sounds the alarm on the culture wars, identity politics, and authoritarian tendencies tearing
    America apart.

    Born in North Korea, human rights activist and TED Speaker Yeonmi Park grew up in a punishing society devoted to the worship of Kim Jong-Il. But at the age of 13, she and her family made a daring escape to China in search of a life free of tyranny. In her viral talks, viewed online nearly 350 million times, Park urges audiences to recognize—and resist—the oppression that exists in North Korea, and around the world.

    New RCF Youth Development Fund | October 13, 2022

    Rock County First’s (RCF) Board of Directors approved funding for a new Rock County Youth Development Fund at its September 14th meeting. “The new Rock County Youth Development Fund is an invigorating next phase of the RCF Vision. With a focus on Civics and U.S. History, RCF strives to strengthen the foundation of a social science education in the Rock County community” said RCF’s president.

    The State of State Standards for Civics and U.S. History in 2021, by the Thomas B. Fordham Institute (Institute), evaluated the quality of Wisconsin’s standards for Civics and U.S. History based on content, rigor, clarity and organization. Wisconsin’s overall ranking was “Inadequate,” with its Civics and U.S. History standards both earning ‘F’s’ from the Institute.

    According to the latest Nation’s Report Card (2018) published by the National Assessment of Educational Progress (NAEP), “Across social science subjects one-quarter or less of Wisconsin eighth graders perform at or above NAEP Proficient.” NAEP’s assessment of eighth grade proficiency in Civics averaged 24%, Geography 25% and U.S. History 15% (NAEP).

    In 24 years, cumulative achievement levels (1998 – 2018) of eighth grade Civics testing show progress in Civics education has not significantly improved, trending 22% in 1998 to 24% in 2018 (NAEP).

    The RCF Youth Development Fund supports young adults in developing and applying foundational knowledge of American Civics and U.S. History to include skills that are critical to maintaining the constitutional republic of the United States.

    “Through the generosity of our 1200 plus members, RCF has created and financed this exciting new RCF Youth Development Fund. Our board is currently in the process of planning how to effectively administer the funds to benefit the youth of our Rock County community in support of civic and social sciences,” says RCF’s treasurer.
