2024 Year-end RCF Supporter Update

In 2024, Rock County First took Ms. Yeonmi Park’s advice to “act now to preserve our freedom and liberty” and put it into action, locally.  As per our vision, RCF focused all its efforts locally as we believe it has the greatest and fastest impact on our citizens and local businesses.  As the only formal and funded non-profit, common-sense principled organization in Rock County, RCF provided the much needed community leadership while delivering meaningful results which we believe would not have happened without RCF.  We are very proud of our accomplishments and the many citizens, volunteers and donors who have made a positive impact in our community in 2024.  Now it is time to accelerate the rate of change in 2025!

A brief glimpse into RCF 2024 results and 2025 areas of focus:

Beloit Board of Education

  • First-ever:  RCF-endorsed, elected members now hold the majority, as well as all Officer positions
  • Key 2024 Board accomplishments: (with slim majority)
    • School safety – re-instated 3rd party hearing officer (previously in-house and ineffective)
    • Fiscal responsibility – Eliminated the ‘New Root’ program, a $1.2M (plus, $600K/year to maintain) ideological Restorative Justice staff training program
    • Fiscal responsibility – New policy restricting spending power of superintendent & administration; & blocked Fall referendum
    • Student Achievment – Many policy changes which will assist students, over time
  • 2025 RCF Political Fund focus:
    1. Retain majority in Spring election and accelerate positive changes for staff and students in 2025

Rock County Board of Supervisors

  • First-ever:  Supported electing a strong, fiscally conservative board majority
  • Key 2024 Board accomplishments:
    • Financial Freedom:  
    • Promoted revamped annual budgeting process with greater Supervisor engagement and citizen transparency
    • Overwhelmingly approved (28-0) the 2025 county budget with NO TAX INCREASE!
  • 2025 RCF focus:
    • RCF Watchdog team to work with  Supervisors on how to hold-the-line on the tax levy, with a commensurate reduction in bloated debt service levels
    • Address ideological social programs & expenses (e.g. DEI program)

All Local Governmental Bodies in 2025

Inform, educate and promote common-sense citizen, student and staff programs & policies 

  • Remove ideological social programs in local government (e.g. remove DEI programs and policies)
  • Restore representative local government (empower local elected boards, versus un-elected Administrations)
  • Educate and expand financial and educational freedom principles & programs across Rock County

Other key signs of growing RCF community impact & leadership:

INFLUENCE     With the assistance of RCF’s impactful local education and taxation issue-based campaigns this Spring, elected officials and citizens have increasingly acknowledged our two largest school districts are underperforming and property taxes are too high. This has resulted in these two issues being discussed and addressed across Rock County. Additionally, the RCF board is now frequently encouraged, by both citizens and local elected officials, to engage in high profile local government policy matters.

LEADERSHIP    Other common-sense-minded groups in Rock County are increasingly contacting RCF seeking assistance, alignment and support.  We are stronger together.

EDUCATION RCF-generated educational content (Did You Know & the RCF Liberty Review column) are increasingly shared on social media (and reposted by various community groups and citizens), which has significantly increased RCF digital engagement statistics in 2024.

Keys to increasing community impact in 2024

  • Aggressive & coordinated outbound issue-based marketing:  Significant local radio, newspaper, social media & online advertising investment
  • Impactful content (Did You Know & Liberty Review Articles):  RCF provides content citizens will not receive elsewhere
  • Significantly increased RCF digital engagement:  
    • Website & Social Media engagement up over 3x, with e-update subscriptions up nearly 50%, which are frequently read & shared by Supporters
  • Local influence:  RCF volunteers have developed relationships with key local elected officials on local governmental bodies and have delivered policy results.  Also, our Rock County First Political Fund has recruited and supported 28 new candidates and endorsed 38 winning candidate totals over the past three years.

      WHY DOES THE DPI SCORING MATTER? Like any successful business or individual, there needs to be some method to measure & compare performance and progress over time. The WI Department of Public Instruction (DPI) provides the only method for parents and citizens to track the performance and progress of their school district over time, as well as compare to other school districts. The DPI Scorecard is not a perfect tool to accomplish this objective, but it is the best available method today. Since parents and taxpayers deserve to have this accountability, and since DPI believes this program is not effective to measure and compare performance and progress, then it is incumbent on DPI to develop and provide a better assessment program and to make it consistent from one year to the next.

      Happy New Year! How were your holidays? Did you get everything you wanted for Christmas? Of course you didn’t. At some point, as we grew into responsible adults, most of us learned that there’s never enough money to get everything you want. One has to learn how to prioritize wants and needs and you stay within your budget. If you and I agree on that point, how is it we have an education system in Wisconsin that still believes “Santa taxpayer” can bring districts everything they want?

      Happy New Year! What a year 2024 has been. With most of the year overshadowed by the divisive nature of November’s Presidential Election, it is the local electorate that will determine the most impactful decisions and policies by electing good, solid, ethical, responsible leaders. I believe we’ve made some small steps in the right direction and are on the path to even more positive outcomes going forward.
